The comment section is the first thing a viewer scrolls to when a video is longer than their patience. A video with three thousand views and no comments reads as watched-and-ignored, which is a worse signal than a low view count.

YouTube sorts by "Top comments" by default, and top means engagement rather than recency. A comment that collects replies and likes stays where new viewers see it, sometimes for years.
